Try raising your Item Discovery to at least 465 and you would get on average a Vertebra Shackle for every 26 large skeleton you kill. #2.Get a friend, place down a red soapstone sign with the Mound Makers covenant equipped and have them summon you. Kill them and you'll get your vertebra shackle. Same works for Pale Tongue farming if you have something that's not Mound Makers equipped. #3.
