Figured it out, didn’t know the lid needed to be open for the drawers to open. Bottom drawers latching mechanism is broken. There’s a latch on the right side under the handle, pulls to the left. On the outside edge under the handles are some plastic slides you pull towards the center of the cart and hold as you open the drawer.
