with a shael in the axe and 55% ias off-weapon, you can hit 13 frames, which is respectable speed for such a high-damage 2 hander. for reference, hitting 12 frames would require a ridiculous +90% ias off-weapon.

I believe its 1-25 gives up to 3, 26-40 gives up to 4, and 41+ gives up to 6 depending on the polearm used. Item level should correspond to area level. Just google "d2 area levels" and you can easily find a listing to accomodate. Farm a polearm from an area with the appropriate level and you should be good to go with Larzuk.
