Their fiber setup is shared with either 32 or 64 connections, and you can imagine if everyone got home around 4pm and started hogging the bandwidth you’d definitely notice some packet loss. In a congested area like SF good luck swapping ports like the other guy mentioned here, more than likely those ports have the same problem.
