Besides going for shock gaige build you will only deal X amount of increased damage vs flesh while using fire on flesh you will deal 65% additional damage. Yes its pretty hard to endgame gaige without anarchy because she has little DPS without it. But its actually pretty well balanced for most set ups. Just don't sham fleet. Maya is great fun but not for elemental damage, for crowd control, and AOE damge. Gaige is better for elemental damage than maya, as well is krieg.
