The biggest factor in Plex transcoding efficiency still to this day is Intel QuickSync which offloads such tasks to the integrated GPU and does the transcoding extremely efficiently. You can get 1 transcode out of a Celeron J4025 which is SUBSTANTIALLY slower - but they both have Intel GPU's. If you haven't bought one yet, I can confirm no issue for a single transcode.
