The time includes both the pit entrance and exit lane times with the limiter on. Consider that F1 pit stops, while only taking ~2s for the actual work, still cause a 20-30s loss in lap time depending on circuit. If you're not that much after older cars and pretty steep challenges it might not be for you. It's worth playing on the original PS2 so I don't see why not on an emulator, although the experience is better with a wheel on a PS2. If your using a disc, you may need to install an extra file to pcsx2 to run the game.
