Throwing axe TWF is very feat intensive. Not recommended on a Bard. It would be somewhat better on a Skald because of Lethal Stance, but even then it's not particularly impressive damage. Of course anything can work on the lower difficulties. FYI there are at least two S-tier longbows available in the game.
